SQL 2019 Red Padlock on SQL Instances in SnapCenter

Issue
- No databases will enumerate for the newly added 2019 SQL server
- New SQL server show with a Red padlock in SnapCenter hosts
- Refresh resources on the SQL instance will fail with the below error:
