CSNAPC-4858: Scheduled SCSQL verification jobs fails

Issue

During a backup verification job, SnapCenter queries the list of backups from its internal MySQL database.
The MySQL query for backup list returns an empty list for the internal object ID corresponding to the SQL instance being backed up.

SnapManagerWebXXX.log will contain the below errors:

ErrorMessage (Archived locator match is not found
 in discovered secondary snapshot locators. Please verify configured clone dataset archived locators with secondary mirror or vault relationships. )

ErrorCode (-1), ErrorMessage (Unable to find backups)
