New AWS CVO-HA Deployment Fails With "failed to stabilize"

Issue

On a new AWS-HA CVO Deployment the deployment fails and in OCCM server.log we see that it failed creating the stack for the Mediator: 
ERROR [Create Aws Ha Working Environment] [34LsPJg3] [             ] [XXXXXXX] (oncloud-akka.actor.default-dispatcher-1704)
 [AwsHaPrivateIpsCreateFlowExecutor:265] Could not create highly available VSA working environment with name Node02
com.netapp.oncloud.modules.operations.aws.AwsStackOperations$StackCreationFailedWithMessageException: The following 
resource(s) failed to create: [HAMediatorInstance]. Instance i-############ failed to stabilize. 
Current state: shutting-down. Reason: Client.InternalError: Client error on launch
