MetroCluster switchover failed: The following clusters are not peered

Issue

Switchover simulate fails with error message:

ClusterA::*>metrocluster switchover -simulate true
Job failed: Unable to set node and cluster components for switchover operation. Use the "metrocluster operation show" 
command to view detailed error information. Fix the errors, then retry the command.

MetroCluster operation displays the following:

ClusterA::*> metrocluster operation show
       Operation: switchover-simulate
          Status: failed
          Errors: Failed to configure the node and cluster components for the switchover operation.
                  ClusterB (fatal): The following clusters are not peered with this cluster: ClusterZ. Create a peering 
                  relationship with these clusters, verify that the peer cluster is available using the "cluster peer show"
                  , then retry the command.
