Persistent mediator upgrade notification in 9.9.0

Issue

Upgrading to CVO release 9.9.0 will not upgrade the mediator. There will be a persistent upgrade notification that a new version is available. Attempting to upgrade using the notification seemingly succeeds but the mediator remains on the previous version (ex. 3.7.1_1, 3.7.1_5....)
