OnPrem Working Environment shows as failed after SSO updated

Issue
- Unable to access OnPrem working environment from Cloud Manager
- Further, the working environment is marked as "Failed" in the GUI.
- The following banner errors are indicated when attempting to update the password:
Failed to update the ONTAP credentials
The password defined in Cloud Manager is incorrect
