Cloud Backup Service snapshot backups not being created according to policy selected

Issue
Cloud Backup manual backup is working but volumes are not automatically backed up to Cloud, despite having a schedule policy in place. Automatic backup fails with error:
Failure to perform I/O with the capacity tier. Retry the operation
Some of the volumes backup may have failed. Backup for Volume with id xxxxxxxxxxxxxxxx, entry doesn't exist
