Automated CVO upgrade fails with connect timed out error in GCP environment

Issue
Trying to upgrade Cloud Volumes ONTAP from Cloud Manager notifications fails with the following error:
Cannot upgrade system: Error:Request failed: HTTP/1.1 400 Bad Request, Unable to execute HTTP request: Connect to cloud-support-netapp-com-accelerated.s3-accelerate.amazonaws.com:443 [cloud-support-netapp-com-accelerated.s3-accelerate.amazonaws.com/65.9.86.173] failed: connect timed out.
