AWS CVO creation fails with "Access key or secret key are null."

When attempting to create a new CVO working environment in Cloud Manager, a failure message is displayed:
Failed - Show Failure Message- Unable to load credentials. Access key or secret key are null.
From Cloud Manager SERVER.LOG:
