ONTAPClusterCreateJoinOperationFailed because of slow backend storage

Issue
- The VM will boot up very slow and eventually hit the following panic:
- The
sdotadmin_server.log
will report that theONTAPClusterCreateJoinOperationFailed
because of timeout:
