Issue

Upgrading from ONTAP version 9.10.1 to 9.14.1 experiences latency only during the upgrade.
This can be observed in qos statistics volume latency show as "QoS min" latency.
This requires more than 2 nodes and no QoS policies with floors to be set.
Workloads will be limited to 100 IOPS.This can be seen in qos statistics volume performance show.
