Issue

When attempting a downgrade from 9.9.1 to 9.8 with an on premises cluster the upgrade advisor indicated that 9.9.0 was required as an intermediate hop.

Serial Number NODE-S/N running on ONTAP 9.9.1P4 is not supported to revert to 9.8P14. You should perform an intermediate 
revert to ONTAP 9.9.0 or later before reverting to ONTAP 9.8P14.
