ONTAP upgrade validation fails with Encryption Keys status

Issue

- ONTAP upgrade validation check fails with error:
 
 
Encryption Keys Error Error: Validation check failed to executestatus properly.
Action: If the problem persists afterretrying, delete the package and downloadagain
Downloading the same package or a different package to the cluster still results in the same error.
The command, 'cluster image update -ignore-validation-warning true' also fails with the same error.
'security key-manager show' displays all KMIP servers as available.
'security key query -node <nodename> -address <address>' returns all keys with Restoed = yes
