Answer
No, you cannot directly delete Cipher from Node Management SVM.
However, Ciphers can be removed from the Admin SVM (Which hosts Cluster and Node Mgmt LIFS). The Admin SVM Configurations are replicated to SP/BMC
Node management cannot be used to host any LIF for SSH access. Hence, it can be ignored.
