Answer

This is expected behavior if the raid groups belonging to the aggregate are nearly full. There is an algorithm in ONTAP that purposely avoids adding disks to
prevent creating a "hotspot" on the aggregate. 

There are no such restrictions while adding the spares from CLI.

Users can add spare disks using the CLI or create a larger raid group on the aggregate by utilizing additional spare disks through System Manager.
