SCV backups fail to take storage snapshots with ONTAPI suspended

Issue

When backups run, the snapshot step fails and produces the error:
 
Error: Snapshot operation failed. ONTAPI has been proactively suspended on this cluster due to inactivity as this feature is deprecated. Use the "system services web ontapi modify" CLI command to un-suspend ONTAPI.
