Issue

When upgrading to OTV 9.11 the upgrade is failing when attempting to update tcpdump packages:
Setting up tcpdump (4.99.0-2) ...useradd: cannot open /etc/passwdadduser: `/usr/sbin/useradd -d /nonexistent -g tcpdump -s /usr/sbin/nologin -u 114 tcpdump' returned error code 1. Exiting.dpkg: error processing package tcpdump (--configure): subprocess installed post-installation script returned error exit status 1
