IBM Cognos services no longer start and throw error, "IBM Cognos Configuration did not receive a response from the IBM Cognos service in the time allotted"

Issue
- Cognos services suddenly stops being able to start on a previously working installation of OnCommand Insight Data Warehouse.
- When attempting to start the Cognos services via the IBM Cognos Configuration tool, after a long delay an error is reported.
