OCI DWH Cognos database service does not start due to permissions

Issue

The DB2 - DB2COPY1 - DB2-0 service fails to start with errors similar to:
 
Windows could not start the DB2 - DB2COPY1 - DB2-0 service on Local Computer
Error 1053: The service did not respond to the start or control request in a timely fashion.
Windows could not start the DB2 - DB2COPY1 - DB2-0 service on Local Computer
Error 1067: The process terminated unexpectedly

IBM Cognos configuration application error:

[ ERROR ] Content Manager is unable to initialize the content store by using the initialization file 
"C:\Program Files\SANscreen\cognos\analytics\configuration\schemas\content\db2\dbInitTest_db2.sql". 
Review the configuration for the content store database in IBM Cognos Configuration to ensure that the settings are correct. 
Verify that the account used to access the content store is still valid by checking the status of the 
password and account permissions. Verify that the account that Content Manager uses has sufficient permissions to create, 
to connect to, and to initialize the file contents in the database.
