OnCommand Insight Data Warehouse fails to connect to reporting server after importing or generating a new certificate for IBM Cognos

Issue
- After importing or generating new certificates for the IBM Cognos component, attempts to create a new backup fail with the error:
Failed to connect to reporting server
- The log file
dwh.log
reveals an additional error:
Could not login to OCI REST: null
