Windows ActiveIQ UM upgrade to 9.7 fails because the jboss user does not have the correct permissions set

Issue
The OCIE service fails to start after an upgrade to UM 9.7
In the deployment file <installation path>\essentials\jboss\standalone\deploymentsdfm-app.war.failed
we see:
