Failed to start "ocie" service in AIQUM due to "Address already in use" error

  • Active IQ Unified Manager, OCIE service complains about ports are in use.

  • The services will not start and the java deployment files are stays in "is-deploying" state
  • Unified Manager upgrade from version 9.5 P1 to 9.7 P1 failed with below error. Reported the "Address already in use /" in server.log
