Active IQ unified manager 9.7 windows installation

Issue

When upgrading Active IQ unified manager 9.6 to 9.7, we have seen the mysql get upgraded from 5.7 to 8.0.17 and run into an error mention below
"Failed to start MySQL service. Setup will terminate now!!!"
