Active IQ Unified Manager service fails to start after upgrade from version 9.6 to 9.7

Issue
- Upgrade to 9.7 runs successfully but the UM services fail to start
- The following error is present in the upgrade.log and is repeated if there is an attempt to create a support bundle:
