Active IQ Unified Manager fails to read the cluster certificate due to network issues

Issue
- Active IQ Unified Manager is unable to add a cluster and fails with:
Failed to fetch the HTTPS certificate from
. Enter a valid Host name or Port.
- The following KBs do not resolve the issue:
- When a packet trace is collected, it is seen that there is significant packet loss between AIQUM and the cluster
