BlueXP providing unsupported upgrade paths

Issue

When attempting to upgrade a CVO cluster via BlueXP there are unsupported versions presented as available to choose which causes the upgrade to fail with the following error: 
Error:The ONTAP upgrade validation check failed due to the following errors: Two-stage upgrade to Data ONTAP 9.xx.xPx 
requires Data ONTAP 9.x package for intermediate upgrade.
