Unable to peer or snapmirror a node's vol0 (root vol)

Issue

When attempting to back up or protect a node's vol0, vserver peer create and snapmirror create commands fail:

::> vserver peer create -vserver node-01 -peer-vserver data-SVM001 -applications snapmirror
Error: command failed: Local Vserver "node-01" is not a data Vserver. Specify a data Vserver.
 
::> snapmirror create -source-path node-01:vol0 -destination-path data-SVM-01:node-01vol0 -type DP
Error: command failed: Vservers "node-01" and "data-SVM-01" are not peered. Either they are not in a Vserver peer
relationship, the "Peer State" of the relationship is not "peered", the "snapmirror"application is not supported by the
relationship  or " node-01" is not the local name for the peer-vserver.
