OnCommand Cloud Manager shows all working environments as Failed after client secret expires

 OnCommand Cloud Manager (OCCM) shows all working environments as failed on an Azure deployment. OCCM logs show:
Error : {"error":"invalid_client","error_description":"ABCDxXX7000222: The provided client secret keys are expired.
