When will create new Flexvol include LUN instead pure LUN when use Driver ontap-san-economy

- For volumes created using the
ontap-san
driver, Trident provisions a FlexVol and a LUN, both of which are of the requested size in the PV.
it means FLexVol and LUN is 1:1 mapping.
- For volumes created using the
ontap-san-economy
driver, Trident provisions multiple LUN per FlexVol.
it means FLexVol and LUN is 1:n mapping and default is 100.
So over below limitation will create new Flexvol.
