Issue

PVs are not properly created and bound to PVCs. The following error is found in the Trident logs:

GRPC error: rpc error: code = Unknown desc = encountered error(s) in creating the volume: [Failed to create volume
pvc-xxxxx-yyyy-zzzz-tttt-sssssssssssss on storage pool pool_xx from backend gcpcvs_xxxx: volume state is error, not
any of [available]: Error when creating - Error networks.CreateNetworkV1
