Intel NICs do not report "link down" message in ESXi 7.x on H-410C

Issue

When Intel network interfaces enter the link down state, no system log message is generated. As a result, loss of network link will not be reported or detectable from ESXi diagnostic data. This may have effects for root cause analysis efforts involving network issues with Intel interfaces on the H-410C platform. This issue will not affect link state or cause problems with network communication.
